REMARKS BY GAIL SPANGENBERG, PIAAC CONFERENCE (December 12, 2014) a 12-page talk given on behalf of CAAL to help close the PIAAC Invitational Research Conference. The conference was a two-day event held in Washington, D.C. at which researchers presented papers funded by the American Institutes for Research--on topics in Adult Education, Workforce Literacy, and Health Literacy in relation to PIAAC data. EDucation & GEnder (Nov. 22, 2014) a 3-page review (in pre-typeset format) by Gail Spangenberg for the UNESCO Lifelong Learning Institute and the International Review of Education. This research work looks at the history and trends of gender-specific education in 12 countries, eds. Oliver Holz and Fiona Shelton. EDUCATION ISSUES IN S.744 (June 13, 2014) — a four-page essay by CAAL Senior Advisor Garrett Murphy highlighting the issues and questions raised for Adult Education by certain language, civics and government, and educating/training provisions of S.744 -- the Border Security, Economic Opportunity, and Immigration Modernization Act pending in the Senate.

Capitol Hill Briefing on Adult Education (May 15, 2014) — on a nonpartisan basis, a panel of national leaders presented the case for stronger investments in adult education to Congressional legislative aides and a group of invited outside leaders. The panelists are Irwin Kirsch (ETS), Jim Parker (CAAL), Reecie Stagnolia (Kentucky), Margie McHugh (Migration Policy Institute), and Marcie Foster (CLASP). The event was developed by Gail Spangenberg in cooperation with Senator Jack Reed's office. This document is a consolidated set of the PowerPoint slide presentations used by the panelists.

SIZE AND FLOW: Adult Education Issues in the Senate Immigration Bill (March 3, 2014) — a four-page essay by Garrett Murphy and Gail Spangenberg on the need for understanding better than we do the number of undocumented immigrants likely to need adult education services under provisions of Senate Immigration Bill S.744. The essay looks at why the issues of "size and flow" are important for planners, providers, and funders of Adult Education service, and urges adjustments for ESL/civics provisions in the proposed and current immigration law.

Challenges in Developing ROI Evidence for Special Needs Groups and Contexts: Corrections and Re-Entry Education (November 8, 2013) — a slide-set presentation to accompany a talk by Johan Uvin, Deputy Assistant Secretary, U.S. Department of Education for the CAAL Invitational Roundtable on ROI held in November 2013 in New York City.

CAAL Talk to Literacy Funders Network (October 30, 2013) — A presentation by Gail Spangenberg to the Literacy Funders Network Webinar of October 30, 2013. The talk sets the context for action by LFN (and others) for taking action in response to the U.S. findings of OECD's Programme for International Assessment of Adult Competencies (PIAAC). It's overarching message is that this is a story about adults, for which significant new investments in Adult Education are needed, as contrasted to K-12 and community colleges.

MAKING & FUNDING LAWS: A PRIMER: Authorizations & Appropriations in the U.S. Congress, March 8, 2010 — a four-page document that aims to demystify the process by which laws are proposed, passed, and funded by the U.S. Congress. It is coauthored by Gene Sofer, founding partner of The Susquehanna Group in Washington, D.C., and Gail Spangenberg, president of CAAL. This little publication intends to help provider groups, in particular, understand how the authorizations and appropriations process works.

CAAL AEEGA Talking Points October 17, 2009 version of CAAL's talking points for conversations with Congressional leaders and Administration officials. The document, by Gail Spangenberg with CAAL staff, is updated periodically. It reflects the most important revisions CAAL and the National Commission on Adult Literacy think are needed to strengthen the Adult Education and Economic Growth Act (HR 3238, S 1468).
